Heloísa Oliveira

Heloísa Oliveira has a degree (2007) and a PhD (2020) in Law from the Faculty of Law of the University of Lisbon, with a thesis on the topic of liability for environmental damage. She has been a Guest Assistant Professor at the same Faculty since October 2020, having been a Guest Assistant and Monitor since 2007. She is a Effective Researcher at the Lisbon Public Law Research Center and Coordinating Consultant at the State Legal Competence Center for the environment area. Her research activity focuses on the jus-environmental area, in its various aspects in administrative law, public international law, the European Union and fundamental rights, having participated in several scientific events in this area and published several book chapters and articles. She was Head of the Office of the Secretary of State for the Presidency of the Council of Ministers, between 2017 and 2019, and deputy to the Minister of Foreign Affairs, between 2015 and 2017. She was a lawyer at the Cuatrecasas law firm, between 2007 and 2011.
