Sustainable Public Procurement in Portugal and in the EU

The Portuguese government has just approved a set of green criteria in public procurement, some of which are now mandatory for part of the Portuguese administration. Public procurement might be a high-impact instrument for environmental protection. However, its effective impact seems dim, and discussions on the limits of green approaches under EU law persist. How can we move past this scenario?
