Bio

Associate Professor of the Legal-Policy Group at the Faculty of Law of the University of Lisbon. Master in Law (International Legal Sciences), from the Faculty of Law of the University of Lisbon, in 1995, with the dissertation Mixed agreements in Community Law. Contribution to understanding its legal basis; and PhD in Legal-Political Sciences (Public International Law), from the University of Lisbon, in 2005, with the thesis “Os acordos mistos em Direito Comunitário”. Coordinator of the International and European Law Research Group at the Public Law Research Center. President of the Board of Directors of the Portuguese Society of International Law (Portuguese branch of the International Law Association). Effective member of the Committee on International Law and Sea Level Rise of the International Law Association. President of the Institute of Legal Cooperation of the Faculty of Law of the University of Lisbon. He was, in particular: i) member of the Editorial Committee of the Luso-Brazilian Encyclopaedia of International Law, jointly organised by the Brazilian and Portuguese branches of the International Law Association (published in 2023); ii) member of MARSAFENET – NETwork of experts on the legal aspects of MARitime SAFEty and security (2012-2016); iii) member of the Jury of the External Competition for Entry into the Embassy Attaché Category of the Diplomatic Career (2015 and 2017); iv) Co-Agent and Counsel of the Republic of Guinea-Bissau in Case 19 – M/V “Virginia G”, at the International Tribunal for the Law of the Sea (2011-2014); v) Fellow of the Institute for International and Comparative Law in Africa, Faculty of Law, University of Pretoria (2012-2013; vi) Scientific Advisor, President of the Scientific Council and President of the Scientific and Technical Council of the Center for Studies and Reform Support Legislative Assembly of the Faculty of Law of Bissau (2007-2011); and vii) General Coordinator of the Study on the Collection and Codification of Customary Law in force in the Republic of Guinea-Bissau (2008-2011) – partially published as: “Direito Costumeiro Vigente na República da Guiné-Bissau. Balantas. Fulas. Mancanhas. Manjacos. Mandingas. Papéis, [Bissau]”, [2011].
