Bio
Carlos Blanco de Morais has a PhD from the Faculty of Law of the University of Lisbon, where he is Full Professor of Public Law and Head of the Department of Public Law. He is also the first consultant on Public Law to the Presidency of the Council of Ministers. His research interests lie in the fields of Constitutional Law, International Law and Good Legislative Practices. Currently, he is involved in research projects in the field of Constitutional Theory, with special attention to “Informal Changes in Constitutional Law” in Europe and South America and the impacts of the new economy on the Welfare State. He is also developing several research initiatives related to international arbitration, “better regulation”, Constitutional Justice, and the reform of the European Union's institutional treaties and their impact on domestic legislation. He holds several positions at the Faculty, such as Head of the Department of Public Law, President of the Institute of Legal and Political Sciences (ICJP) and Head of the Scientific Committee of the Center for Research in Public Law (CIDP). He was a Visiting Professor at the Faculty of Law of the University of Porto, the Faculty of Law of the University of S. Paulo in Brazil, the University of Salento, the University of Trieste, as well as the Higher School of the Prosecutor's Office of the State of São Paulo. Outside of academia, he is a legal consultant and arbitrator. He was Advisor to the President of the Republic for Constitutional Affairs, and held several public positions, such as Member of the Superior Council of the Judiciary and member of the Board of Directors of Portugal Telecom. He has experience in international affairs participating in an international mediation committee, integrated Portuguese delegations that negotiated international treaties. He has published numerous reference scientific articles both in Portugal and abroad, mainly in Brazil, Italy and the United States.
