The world is going through a process of profound and rapid transformation that, on a global scale, involves the productive, commercial and service sectors, as well as individuals, governments and other institutions. Technology is a key factor that drives advances, increases the efficiency of production processes and connects the world instantly. All these changes impact and modify social relationships. In this context, it is urgent to create an institutional structure to provide capacity for the economic and social restructuring that has been occurring, in order to allow analysis and reflection. The GOVERNANCE 4.0 project is a partnership between Fundação Getulio Vargas (FGV), the Instituto Brasiliense de Direito Público (IDP), the University of São Paulo (USP) and the Faculty of Law of the University of Lisbon (FDUL).


The project aims to reflect and identify strategic actions to define an institutional environment connected to the new context of the 21st century. Governance 4.0 addresses the idea that if there is a universe of uncertainty about the development of new forms of economic and social relations, there is also a certainty that little or nothing will continue exactly as it was in the present. This initiative, therefore, aims to find strategies that can guide these transformations and establish an institutional environment capable of dealing with new demands and needs in different societies.


The concern with good governance gained great prominence with the World Bank's Governance and Development document, published in 1992, in which the meaning of governance was expanded beyond the relationships between political, social and economic actors, also encompassing issues related to legitimacy and legality. As such, the Governance 4.0 initiative chose governance as a key theme to guide reflections that critically frame institutional changes in light of the demands of the new wave of globalization.
