Bio

Manuel Cabugueira holds a PhD in Economics from ISEG and is an Associate Professor at the School of Economic and Organisational Sciences of the Universidade Lusófona de Humanidades e Tecnologia. He is also a visiting lecturer at several Portuguese universities and academic centres, namely: Nova-IMS, the Institute of Economic, Financial and Tax Law (IDEFF), and the Institute of Legal-Political Sciences (ICJP).

He is currently a member of the Board of the National Communications Authority (ANACOM). As a senior consultant, he has previously been involved in the Centre for Competence in Public Administration Planning, Policy, and Foresight – PLANAPP, and the Legal Centre of Public Administration JurisAPP.

He is the author of several articles and works on regulation, impact assessment, game theory, and environmental regulation.
