Bio

Lourenço Vilhena de Freitas is an Associate Professor at the Institute of Legal and Political Sciences (ICJP - Instituto de Ciências Jurídico-Políticas) of the Faculty of Law of the University of Lisbon, where he completed his entire academic career. Specialising in Administrative Law, his research seeks to triangulate this area with Constitutional Law and European Law. He also seeks to explore innovative research trajectories related to energy and electricity law, having been awarded the André Gonçalves Pereira Prize, awarded by Cuatrecasas for the research project “Direito Administrativo da Energia: O Sector da Electricidade”. As a Law Professor he worked at the Faculty of Law of Bissau, the School of Administration of the Lusófona University, the Universidade Nova de Lisboa and the Faculty of Law of the Agostinho Neto University in Luanda. Outside academia, he held positions of public importance such as Deputy Secretary of State for Fiscal Affairs, Deputy Deputy Chief of Staff of the Secretary of State for Public Administration and Deputy Secretary of State for the Presidency of the Council of Ministers. He practices law in the Public Law Department of Cuatrecasas, predominantly in areas related to administrative law, tax law and financial law, especially with regard to the development of projects related to the financing of public-private partnerships involving the central and municipal administrations and entities private sector, particularly in terms of transport. He was a legal consultant in litigation and in the area of public procurement by the State and local authorities (particularly in matters of renewable energy). Abroad he was co-author of the “Anteprojecto de Código de Processo dos Tribunais Administrativos da Guiné-Bissau”.
