Embora afirme especificamente a sua regulatividade comum, o objectivo subjacente \u00e9, no entanto, fazer a afirma\u00e7\u00e3o mais geral de que as normas constitutivas s\u00e3o simultaneamente reguladoras e, em seguida, que a constitutividade \u00e9 apenas uma caracter\u00edstica de algumas normas, sem impedi-las de tamb\u00e9m orientar a ac\u00e7\u00e3o humana.
