As principais alega\u00e7\u00f5es subjacentes a essa contraposi\u00e7\u00e3o s\u00e3o que ambos os esquemas de compensa\u00e7\u00e3o exigem testes de proporcionalidade sequenciais semelhantes e que a proporcionalidade \u00e9 aplic\u00e1vel da mesma forma.
