This work aims to evaluate the impact of the COVID-19 pandemic on Public Law. To what extent were institutes such as states of exception, fundamental rights, federalism, civil liability, the principle of legality and the protection of the constitutionality of public power acts capable of reacting to the challenges of the pandemic? Will, after this, adjustments become necessary in the face of a ‘new normal’? The work has the collaboration of renowned professors and researchers from the Faculty of Law of Lisbon, the Brazilian Institute of Teaching, Development and Research (IDP), the Faculty of Law of the University of São Paulo, the Getúlio Vargas Foundation, the Complutense University of Madrid and La Sapienza University in Rome.
